- Step 1. Discharge Perimeter Cyan & Magenta Cars: Tap the unobstructed cyan car (`16`) and magenta bus (`40`) on the outer arms of the pinwheel.
- Step 2. Clear Outer Brown & Yellow Wings: Move out the brown bus (`24`) and corner yellow cars to open the rotating lanes.
- Step 3. Unclog Central Cross Pattern: Tap the inner green, red, and purple vehicles in order of their directional arrows to collapse the center.
- Step 4. Deploy Remaining Blue & Orange Buses: Send out orange buses (`24`, `40`) and cyan transports as the path frees up.
