- Step 2. Release Yellow & Green Outer Transports: Dispatch the yellow bus (`24`) and green car (`16`) from the upper and lower arms to clear the queue edges.
- Step 3. Unclog Diagonal Intersection Arms: Send out red (`16`), cyan (`24`), and orange (`40`) vehicles in directional order as their lanes clear.
