- Step 1. Clear Outer Red Cars: Tap the free red cars (`16`, `16`) at the top of the grid to board the front red queue.
- Step 2. Deploy Green & Magenta Buses: Send out the unobstructed green bus (`40`) and pink/magenta bus (`40`) to load the matching passengers from the crowd ring.
- Step 3. Dispatch Brown, Yellow & Cyan Transports: Navigate the released brown bus (`40`), yellow bus (`24`), and cyan cars to clear the middle layers.
- Step 4. Unblock Mystery Columns: Unjam the vertical center mystery columns by sending out revealed green, red, and blue vehicles.
- Step 5. Clear Final Trapped Buses: Send the last remaining pink and blue buses (`40`) to finish boarding all passengers and clear Level 451.
